In India’s intelligence
set-up, the RAW, as its external intelligence agency, has become the most
powerful, making the Government’s Intelligence Bureau for internal spying,
a runner-up in the enjoyment of power and status. The head of the RAW
reports directly to the Prime Minister; the Indian Parliament has no control
over it. RAW’s budget, its top officials, their exact status and its operations
are cloaked in secrecy and neither the parliament nor the media is given
access to their details. In recent years, India’s Home Minister, L. K.
Advani has been taking considerable interest in the reorganisation of
the RAW and the Intelligence Bureau, planting some of his trusted sleuths
on key positions in the two outfits. The RAW has deftly infiltrated India’s
diplomatic missions abroad by posting its undercover agents as Indian
diplomats in certain countries of special interest to RAW such as Pakistan,
Bangladesh, Sri Lanka, the Gulf countries, the UK and the USA. The RAW
has built up a network of agents and informers in Indian communities abroad.
In legislative elections in the USA during the 1990s, RAW agents, under
diplomatic cover, used many Indian-origin Americans to siphon funds into
the election campaign of candidates friendly to India. The US Government
has been investigating some such cases but irrefutable evidence is at
times difficult to marshal for foolproof prosecution. RAW agents abroad,
it is reported, are now being also used for commercial and industrial
espionage. The nuclear field has been an area of special interest to the
RAW.

Israeli advisers have been working with the Indian
Army in Occupied Kashmir to train the Indian soldiery in killing,
looting and burning the Kashmiris and their homes. More Israeli
experts in cloak-and-dagger operations, now being imported by Advani’s
Home Ministry, will be sent to Occupied Kashmir to beef up the Indian
Army and BSF’s killer gangs.

The RAW bosses in India have been trying to gain full access to the
information gathered by the Intelligence units of the Indian Army, Air
Force and Navy; India’s defence ministry jealously controls the Armed
Forces’ intelligence set-ups. India’s space programme and its satellite
have helped in the Indian Air Force’s intelligence gathering. India’s

the main target for its espionage is Pakistan. Seemingly, Israel
has ganged up with India in this diabolic venture. Is it not an
alliance between Hindu India and Jewish Israel against the Muslim
World? India has secretly assured Israel that it will support
Israel’s claim to rule over Jerusalem. Israeli nuclear scientists
are being involved in India’s nuclear programmes.

space-based imagery and its capability
to intercept foreign signals and transmissions through space has enhanced
the importance of the Defence Ministry’s intelligence limbs. RAW wants
a bigger role in this secret enterprise. Under Home Minister Advani, the
Central Intelligence Bureau, the Department of Internal Security and the
Central Investigation Bureau have undergone sizeable expansion. Their
long arm is specially felt in Indian-held Jammu and Kashmir where the
Indian Army and the Indian Central Government are in command, making Farooq
Abdullah’s state ministry their stooge. In the Vajpayee Government, Advani
also has the Kashmir portfolio. Under the powerful Home Ministry’s Department
of Internal Security are six special bureau’s – the Central Reserve Police
Force, the Rapid Action Force, the Special Protection Group, the Central
Industrial Security Force, the Border Security Force and the Home Guards.
These units are outside the purview of the RAW but its bosses are said
to be keen to have some say in their working. Home Minister Advani, during
his visit to Israel in June, made it a point to learn about co-ordination
between Israel’s internal security agencies and its spy agency, Mossad.
